2026 Fosway 9-Grid™ finds the Cloud HR market resilient but experiencing uneven growth, with the value of AI still opaque Fosway Group has this week published its latest analysis of the HR technology market, the 2026 Fosway 9-Grid™ for Cloud HR. Overall, corporate HR investments are clearly prioritising business performance and profitability, business-wide AI adoption as well as ecosystem simplification, and whilst corporate goals are now more transformational, vendor momentum and growth does not yet reflect that shift.

 

Several key themes have emerged in the research this year:

1. AI is dominating both Cloud HR corporate planning and vendor innovation, but there is still a lot of confusion. Vendor roadmaps are totally dominated by AI, but their AI maturity and real deliverables are highly variable. Corporates are still slow to adopt AI strategically, not helped by rather opaque or unknown future AI costs.

2. It’s not just about AI. Underlying functional depth and breadth matters hugely and is needed to solve real customer problems. Vendors are over fixating on AI, potentially neglecting other functional priorities in their platforms. For European companies, this is especially important to support complex requirements and specific local regulation requirements.

3. The shift to agentic AI is significant and starting to dominate thinking as well as execution. Most vendor roadmaps are focused on adding agentic capabilities and MCP interfaces. Vendor marketplaces are now expanding rapidly, driven now by agentic as well as historic application integrations.

4. Strategic workforce intelligence is central to the long-term success of the organisation as well as to the HR tech ecosystem. Modelling the future organisation is now present in many parts of the HR ecosystem, but it is now about execution beyond just workforce planning. It is also about more than people; it’s about skills and work changes, as well as AI agents within the workforce.

Thankfully, there is greater maturity to much more of the conversation now, as vendors accelerate their delivery of real AI capabilities and business leaders look at proving value, scaling adoption and connecting AI across their tech ecosystem," commented Fosway CEO and founder David Wilson. "However, AI is only part of the Cloud HR story in 2026 - the fundamentals remain the same; functional fit, service quality and delivering real results still matter as much if not more than they always have."
