eCom Commissioned to Deliver 'Promoting Change and Improvement' eLearning Course for Elected Members in Scotland
eCom Scotland were delighted to be chosen to develop the 'Promoting Change and Improvement' eLearning course for Elected Members in Scotland. Working closely with the Improvement Service (IS) the project has resulted in substantial cost savings and has further developed the Continuous Development (CPD) Framework for Elected Members in Scottish Local Government.

Modern Methods
The course already existed in a paper based format. eCom adapted these materials and created an interactive, online learning environment.
Initially eCom met with the Improvement Service (IS) to discuss the materials and to understand the objectives of the course. The opportunity to meet with the subject experts allowed eCom to determine the level of interaction required and to understand the demographics of the learners, bringing value to the development process whilst at the same time providing a strategic approach.
During the storyboarding stage video was introduced to
compliment the learning process. In conjunction with the subject experts, eCom took on this role, filming and editing of the video snippets. Full accessibility features were also added such as transcripts.
The overriding benefit of the eLearning course is the ability for Elected Members to participate in activities that would normally be undertaken in a workshop environment. For example PEST and SWOT analysis, self-assessment checklists and quizzes. Information generated by the Elected Member through these activities is stored in IS branded PDF format and printable for CPD records, through the 'Save and Keep' function developed by the eCom team. These activities can be undertaken as and when required by the Elected Member.
The PDF creation format was a challenging task for the eCom team, more so due to the complexity of ensuring the 'Save & Keep' function was in the SCORM 1.2 standards allowing the course to be placed in any Learning Management System used by the Elected Members' councils.
Sarah Gadsden, Programme Manager, Improvement Service, said "The eCom team were a pleasure to work with and supported me throughout the development of the eLearning programme. Nothing was too much trouble for the eCom team. For example, we required a facility where Elected Members could save and keep any exercises they completed during the eLearning programme, and eCom Scotland developed a solution. We have received positive feedback on this facility from those who have accessed the eLearning programme".
Cost Savings
All in all eCom created a blended solution that is both innovative and cost-effective, designed to help Elected Members to deal with the intense pressures and decision-making responsibilities they face as local government enters one of the most difficult financial periods in its history.
By adopting an online solution training costs are substantially reduced as is the time and costs associated with travelling to training events and seminars.
Six councils have already taken part in a hugely successful pilot programme and the CPD Framework as a whole is now being rolled out across Scotland.
